No, they have Xcode 3.1 too, it's just harder to find. I can't give you a direct URL due to Apple's awful website design (@&%$# WebObjects!) but basically you log into the Apple Developer Connection "Member Site", then click Downloads, then Developer Tools, then scroll down a few pages to Xcode 3.1.4.
I'll give you the URL I have even though it probably won't work for you:
