Strange Parallel Target Building problem

Starting with a fully built and functional target which includes the main application and some support plugins, I make a one line change to a .cpp file for the main application. I then try to build the target again and, as near as I can tell, it forgets that it needs to build the target which will actually create the main application.

If I press the build button again, it will build the target that creates the main application.

As near as I can tell, I have everything setup correctly for Parallel Target Building, but it is failing to function as expected.

Of course, with Parallel Target Building turned off, everything works as expected.

Anyone else experience this kind of thing?
