the public system frameworks/libraries in the OS.
I also noticed that header files live in /usr/include/libxml2/libxml
What I don't find is much documentation of how to use the xml2
library in xcode other than a Linux man page on the command line.
It's a third-party, cross-platform library; Apple merely bundles it in
the OS. Apple generally doesn't include extensive documentation of
third party libraries, beyond simple things like man pages. LibXML2
has its own website with documentation, and it's probably covered in
books too.
I would also like to know if I can start using this library now, or
do I need to wait until some future date when more support is
available?
You can definitely use it now. It's been in the OS since at least 10.5.
