I don't know of a location from which to download them. However, if you subscribe you do have local copies, buried inside the docset packages that you will find at /Developer/Documentation. You can just open these up with a control-click like any other package folder. I haven't seen the pdf versions of documents in there, but the html and sample projects seem to be present and correct.
