It serves two purposes:
* It allows you to review and toggle the behavior of the Cmd+Option
+Return action (The first item in the Run menu. AKA the "launch like
last time" action, and previously called "Go") when you're not
running, and
* It activates / deactivates breakpoints if you're running / debugging.
