Mac OS 9 s/w unable to load dll

Hello all,
 
  Mac machin : Mac mini
  OS :- 10.4.11
  running Mac OS 9.2 in classic mode.
 
  I am installing Mac OS 9 input method component on Mac OS 10.4.11 in classic mode.
When I am running excecutable file of input method , it not able to load the required dll.
I upgarde Mac OS 9 from CD , but problem is still there.
 
Actually same package was working on same machine configuration. But after fomatting Mac mini machine , Input method is loaded but the dll called internally is not loaded .
 
Also , I want to ask is there any development tool to build input method component for Mac OS 9 on mac mini machin with classic mode.
 
I tried to install symantec C++ and Mac OS 7.5 but , it does not support HFS+ file system of mac OS 10.4.11  and required older type of file system.
 
Please give some solution , Customer is using Mac Os 9.2
I don't have older machine of Mac OS 9.
