Project Templates... Where do they go now?

I'm running XCode 3.1.4.
I have a project template folder. (To get it to appear in XCode in the
list of projects that xcode presents in 'new project')
I copy the template folder to:
For all users: /Library/Application Support/Apple/Developer
Tools/Project Templates/
For a user: ~/Library/Application Support/Apple/Developer Tools/Project
Templates/
I restart XCode and create a new project... I look all over but I don't
see the new project template.
Did the location change?
The project folder has two files in it REALbasic Mach-O Plugin.xcode and
MachOPlugin.cpp
