In the spirit of "is-it-plugged-in," how did you determine that the Debug configuration was set? The Configuration: popup in the Build tab of the Target Info window simply displays the settings for that configuration, but does not set it for building.
That is most-easily set with the Overview pull-down in the toolbar of almost any window, or by selecting from Project > Set Active Build Configuration.
Also, when you review the build settings, make sure you're looking at the settings for the current target, not for the project as a whole.
I'm sure you know this, but I just want to clear up a possible point of confusion.
