I just went to Xcode > Preferences > Key Bindings, double-clicked the
cell in the "Key" column for the "Special Characters..." action (Edit
> Special Characters..., it's the last one on my system), and set the
key binding to ^U.

Now when I press Control-U, the Special Characters panel opens.

Maybe I'm misunderstanding what you're trying to do, but on my system
binding ^U to my own action works fine.
