Correction.  It doesn't work.  I was looking at the wrong target.

When I remove the static library from the Link phase in the App target, it un-check the box in the Copy phase.  If I re-check the box in the Copy phase, it re-adds it to the Link phase.

Stop to play with the checkbox, and simply drop the library in the correct build phase (link or copy as needed).
Just out of curiosity, why do you need to copy the library in the first place, as it is a static library ?
