can c++ tool call a cocoa framework?

I have a C++ standard tool application created in Xcode.  Can this tool use a Cocoa framework?  I tried including the header from a Cocoa framework (Growl SDK) but this makes all kinds of syntax errors.  I have successfully used CoreFoundation and IOKit frameworks from my C++ tool already, but these aren't Cocoa, right?
