Recently I found a link (but couldn't quickly find again just now) that discussed creating templates. Basically you start with one of the built-in templates, add the files you want and/or change the build settings you want and then save that project in:
~/Library/Application Support/Developer/Shared/Xcode/Project Templates
I had to create some of those directories at the end of the path.
I actually added a directory with my initials in that directory and then put the saved modified project in that directory and then they show up when you create a new project.
You may also be able to use /Library/Application Support/Developer/Shared/Xcode/Project Templates if you want it to be shared among other users on the machine, but I haven't tried it.
Anyways, this worked for me and I suspect someone else will chime in if the recommended way is different.
