Issue 1 is already solved. Specify your cert in packagemaker and
it
builds a signed package. Installer includes UI for verifying the
identity. Questions could be taken up on installer-dev.

Issue 2 is already solved. I don't remember how, but it's
possible to
change the extent to which the signing seal prevents
modification. I
think it's done through plist settings but don't remember.
Perhaps
perry on the apple-cdsa list will know.
