That sounds unlikely, but you could check whether it has a valid
signature via the command line:
codesign -v -v
/System/Library/Frameworks/ScreenSaver.framework/Resources/ScreenSaverEngine.app
And you are evidently not alone:

This thread has me wondering if code signing glitches are
responsible for the message 'You are opening the application
"ScreenSaverEngine.app" for the first time.' that greets me
almost every morning after waking up my system... (no custom
screen savers installed, using a stock one).
