Pref pans and application in same project

Greetings.

I want to build a Pref pane to configure an application that does not have a menu and has the UIElement set to true.

I am wondering if I can have the Pref pane bundle in the same project as my application.
or do they have to be in 2 separate XCode project,  compiled and maintained separately.

is there a way to have project groups in Xcode with dependancies?

for example i'd like to compile my UI Application and then have the preference pane package it as part of it's bundle.
and only distribute the preference pane, as the package containing everything.
