It isn't. Apple engineers happen to post here, but no Apple engineer has to monitor any list, and nobody transfers list postings to the Apple bug database. I think that's even policy. bugreport.apple.com is the _only_ way issues come to Apple's notice. Nothing else gets into anybody's work queue.

It's needed. I see the name and address of the engineer responsible for that makefile appears in the header. Once you have a bug number, you could summarize the bug and send him the bug number.
Looks like a good catch and solution.
