codesign CSSMERR_TP_NOT_TRUSTED error

I used Certificate Assistant to make my own root certificate authority, and then create a leaf code-signing certificate from that. When I try to use the certificate to sign code, I get this cryptic CSSMERR_TP_NOT_TRUSTED error. The CA and signing certificates show the blue plus in Keychain indicating they are trusted, so what's missing? The weird thing is that I could swear that I did the exact same thing on a different computer (both running Snow Leopard) and it worked.

By the way, when I Googled the error, most of the hits had to do with iPhone development, but I'm doing Mac development.
