Xcode keeps changing my simulator from iPad 3.2 to iPhone 4.0

I set the popup menu to iPad 3.2,  it seems to randomly change it to iPhone 4.0, particularly after restarting xcode.

Probably some default setting I'm missing.  Any ideas?
