Because it doesn't. Why not French, or German, or whatever? Because it opens English by default. That's how it works. When I say that they're essentially equivalent for localization I am NOT saying that they are (or should be) equivalent for Xcode. What I mean is that they're essentially equivalent for Cocoa, i.e. when you run your app.
