Nope, its not a member of any targets and there isn't an explicit 'Copy Files' phase that includes it.

Looking at the build log  I see:

CpResource build/Release/SmartDrive.app/CodeSignResourceRules.plist CodeSignResourceRules.plist
cd /MyApp
/Developer/Library/PrivateFrameworks/DevToolsCore.framework/Resources/pbxcp -exclude .DS_Store -exclude CVS -exclude .svn -resolve-src-symlinks /MyApp/CodeSignResourceRules.plist /MyApp/build/Release/MyApp.app

Select the file in the Groups & Files list, and press cmd-I. Go to the Targets tab. I believe it should not be part of any target. If it were, the build system would put it into the application bundle. If any target is checked in that view, uncheck it, do a clean build, and see if that produces what you want.
