All versions; it's always worked. You're doing something wrong. Paths can be specified relative to the project root. If you want further help, you'll have to tell us what's going wrong. Try creating a project from scratch and comparing it to what you have.
You need to be careful to quote some paths in Xcode in cases where the paths have spaces in them, but I don't believe that's the case for any of the settings you mentioned.
