OK, after some more playing with this, I found out what is triggering it:
My panel had both minimum Size and maximum size check boxes switched off. However, the minimum and maximum sizes entered were not zero.
Apparently ibtool doesn't care about whether or not the min/max sizes are actually switched on, and translates non-zero values in the min/max sizes into min/max switches turned on in the merged XIB.
Still think that this is really a bad thing to do, but at least I got a solution for it. All I have to do now is go through all XIBs and ensure the min/max sizes are zero when they're unused.
It would be interesting if 3.2.2 is affected by that as well (I'm using 3.2.1)
