I can reproduce this with 3.2.3. Ugh. Has anyone filed a Radar yet? Probably no need to dupe, it should be a P1, I would hope.

To be pedantic, it's a regression because the bug didn't exist in Xcode 3.2.2. ;-) There was a bug a number of years ago <rdar://problem/4199503> where the Xcode help window didn't have any keyboard focus when opened, but that's not exactly the same as this one.
