header roles in framework

I am confused by a discrepancy between what I thought I knew and the documentation in Code Build System Guide : Managing Target Files : Setting the Role of Header Files.
From an older Xcode-users question :

I would interpret "non-Public headers" to mean "private- or project- role headers". However, the documentation for "private" headers says "You should publish as 'private' interfaces that you don't intend to be used by end users" ..., but it also says(for private headers): "the header file is included as part of the build product". Even if they are in a different location, this sounds like "security by ignorance" to me.

So, are private headers included in the built product?

Also, in constructing a framework project which has a large number of header files which I wish to be user-accessible and a very few which I want to be accessible only to me, (i.e., not in the built product), the default role assigned to all the header files is not "public". (Sorry, I don't remember whether was "private" or "project").
Is there a way I could have set or influenced the default beforehand, thus requiring me to change a few roles, rather than to have to manually change many, many roles.
Alternatively, is there a way to make a mass change?
