If I go to <http://developer.apple.com/technologies/xcode.html>, and I follow the Mac Dev Center button, I get to a link that has "final" in its URL. I guess you're looking at list of all developer downloads, which seems to have an outdated link to the beta.
Apart from that, the "final" link SHOULD have been called "beta", because that's more what it is. I advice you to just skip the 3.2.2 release entirely, as it is full of bugs (some discussed recently on this list) and wait for 3.2.3, that will save you a lot of pain.
