In the course of releasing a minor update to my free Event Taps Testbench developer utility today, I wrote up a detailed set of instructions for designing and building a Leopard or Snow Leopard flat Installer package. The instructions are for an installer package that installs an application in the /Applications folder and a supporting shared framework in /Library/Frameworks, with options such as relocating the application and installing the framework by itself. It is written for PackageMaker 3.0.4, the latest version.

The instructions include a pretty detailed listing of available documentation and articles.
