Could you provide some additional information (best if it's done as a bug at https://bugreport.apple.com/):
- Which version of Xcode?
- Which doc set and which version of the doc set (in the Preferences, go to the Documentation pane and click the 'i' button for the doc set -- a screenshot of the info window is helpful).
- Are you online when clicking on the PDF link?
