I think that the logic is the same there.

Except for the tiny difference that the /Developer hierarchy is not an app.

The point is simply that a) it's something added to the default system b) using an installer c) in a way that any user of the admin group can change/delete it

I frankly can't think of a reason why it would be alright for a new hierarchy and not for an app in /Applications.
