There are two installers for the Dev Tools: one with just the Mac SDK, and one that is the same but *also* has the iOS SDK. Xcode is an application that is part of the Dev Tools, and is the same in both installers. So the issue is not what version of Xcode you have (any 3.2.x version can develop for iOS). The issue is which Dev Tools installer you used.
If you used the Mac-only installer, you can install over it with the Mac+iOS installer and you'll be all set.
