Just downloaded Xcode 3.2.4 and found that it doesn't have option to write basic command line utility based on Foundation on the new project screen.

The project template is still there, but things have been moved around a bit. In the "Application" section, choose the "Command Line Tool" icon, and "Foundation" from the "Type" drop-down menu below the icons.
