Activity Monitor : Sample Process : When are samples taken?

When I'm using Activity Monitor, it's supposed to take samples for 3 seconds.  What usually happens, though, is that the progress bar appears with "Please wait while the samples are taken".  It takes about 3 seconds for this bar to indicate 98% completion, but then sits there for about a minute and a half before displaying the results.

So when were the samples taken?  Possible answers:

a)  During the first three seconds after I clicked the button
b)  During the last three seconds, a minute and a half later
c)  Spread throughout the minute and a half
d)  Behavior is unpredictable :((
