No, there weren't any major paradigm shifts, it's still the same basic
4 steps. As far as I can tell, the complaints about it have been
mostly of the "who moved my cheese" variety - people freaking out
because Xcode 4 disturbs the delicately balanced Feng Shui of their
window positioning or some such nonsense. It's all rather silly IMHO -
a little flexibility goes a long way, when it comes to trivial details
like that.

I've done a couple of command-line tools with Xcode 4 very recently -
did one yesterday in fact. It was nothing major, just a small bit of
demo code to illustrate an answer I posted on Stack Overflow. But
there weren't any major obstacles - creating a new command-line
project is still an option, and the four steps you mention are still
at the core of the workflow.
