No, you're thinking of the command line development tools, which is yet another component that Xcode maintains only one version of.
System Tools are things like performance tools, which presumably need daemons and/or kernel level support, and so can exist only in one version. Presumably, too, the interactions between such things can be a bit subtle, which may be why mix-and-match isn't supported.
