XCode is a programming environment.   It is a combination of editor, compilers and other tools that allows you to build apps.   It is sort of like Visual Studio for Microsofts platform or Eclipse for Java.    Think of it as a tool kit.

Cocoa is simply a library of sorts that helps you put together apps.

This is a simplification but good enough for somebody starting out.
