Actually, I did download two docsets: ADC_Reference_Library.DeveloperTools and adc.documentation.AppleSnowLeopard.CoreReference.
If the contents of /developer-old, which was the Xcode3 download, is any guide there are at least two other docsets.
Now... how do I get them? http://developer.apple.com does not seem to have a way to download documentation separately from the rest of Xcode4.
Did you look in the Documentation pane of your Xcode preferences?
