This is intended behavior, so yes, we've all seen that. That's why every time I install Xcode, the *very first* thing I do with it, is open the preferences window, documentation pane, and manually trigger a documentation download/update.

This usually works fine, though occasionally, a SNAFU on Apple side breaks the download. When this happens, it's usually fixed in short order.

You may or may not like that behavior. I tend to think that such separation is actually a good thing (and I have plenty of bandwidth and I don't mind downloading humongous installers). I would even argue that Apple doesn't go far enough: they should also break the SDKs (MacOS X and iOS) out of the development tools in their own specific installers. The only reason I can see why they don't is to reduce the combinatorial explosion of possible configurations that lead to specific bugs.

Of course, Apple could clearly shout louder about that behavior. For example, when the installer is done, it could put up an alert with something like "don't forget to download the documentation for the SDKs you are interested in by launching Xcode's Preferences -> Documentation window". You are welcome to file a bug report to that effect.
