While I understand some of your points, bit I think the last thing we need to see is a 10 GB XCode download. As for Apple they should do a far better job of defing what a developer needs to do to setup XCode fully.
I suspect a fundamental problem with Apple is they don't grasp the idea that not everybody has Internet access 100% of the time. I don't even have such access at work! Most developers know what is up by attending the school of hard knocks, if this is your first install though the learning process can be frustrating.
