IAP Test Users

Anyone know what's up with the IAP Test users, made in itunes connect?

They were working fine until the end of Friday, and then suddenly all my test accounts were  "disabled due to security reasons. Tap reset to reset your account". When following the prompts to reset the test account, they not only ask for a lot of personal information, but they require credit card information. I didn't bother proceeding past that point, since it would appear the test accounts have been mixed up with real accounts. This happens for existing test users that have worked successfully for, well, years, but also for new test accounts.
