Does ARC require LLVM 3.0?

I've just run into a project that has ARC turned on, but the compiler is set to LLVM GCC-4.2.  I was under the impression that ARC really required LLVM 3.0.  Am I mistaken or is this an illegal combination that should not be happening (it does not appear that this project went through the convertor, but was just switched to ARC).
