That's odd. I work in a company with only 50 employees (none of which do any iOS development), and we signed up for the Enterprise Developer Program without any problems whatsoever.
We need the membership to deploy MDM (Mobile Device Management) for our iPhones, and for that to work you need access to Apple's Push Notification Service. APNS is used to deliver the messages sent out by the MDM server to the actual devices, but you only are allowed to send out MDM related push notifications if you actually bought a yearly subscription the the Enterprise Developer Program (which seems strange if you do not do any development...).
Anyway, the only obstacle you have to master is get a DUNS number from www.dnb.com or one of the many local subsidiaries responsible for your country. This way Apple makes sure that you are actually a company, and not an individual claiming to be a company r corporation of some sort.
