From within the target program? Check out Launch Services. It's a C API.

To run a specific tool from within the target program? Terminal has an AppleScript command to do that, but I feel the pain of anyone who has to learn the C API to do it.

While debugging? How does it not suit you to click the Terminal icon you put in the Dock?
