My experience with beta releases in the past (without comment whether a current beta works this way) is that I'd go to my favorite platform Dev Center URL:
http://developer.apple.com/PLATFORM/
where PLATFORM is either "mac" or "ios". There will be a login button. Click it and present your developer-program credentials. Assuming you have paid for a developer account, you will then be sent to the insider version of the same page. There's a list of products on the left side of the page, under a header that offers buttons for the release and preview versions of those products. Click the button for the preview version, and the product list should include the matching developer tools.
Lately, all developer tools releases have included the matching iOS SDK. Don't let that throw you; Mac SDKs are included.
