That's a little weird. Especially because the download finishes, but then nothing happens. 

I figured it must show on the new Launch Pad though, and found the Install Xcode app there. I assume it was supposed to start automatically, just like Lion, only it didn't work for some reason.

You didn't really have to do that however. "Installed" for Xcode just means that the installer has been installed, i.e. downloaded copied to your Applications directory. All you have to do is double click that installer again and it will do a fresh real 'install'. While the Installer is in your applications folder however the AppStore considers it installed and won't let you redownload, but there's no real purpose to downloading it again, it's the same thing.
