Unable to access Mac OS X 10.7 Core Library.

Greetings:
   Virtually every time I start up Xcode 4.2 (Build #:4D75)/Lion I get a request to install the 10.7 Core Library per local PW.
I acknowledged.

Then I reviewed the available docs via Xcode's Preferences to see that the 10.7 Core Library wasn't installed.
So I manually requested and got the following alert:

"Failed to download documentation package for Mac OS X 10.7 Core Library."

There's no explanation and am wondering…. why?
