The list is created from the contents of:

/Developer/SDKs
/Developer/Platforms/iPhoneOS.platform/Developer/SDKs
/Developer/Platforms/iPhoneSimulator.platform/Developer/SDKs

You can move unneeded SDKs to different folders, e.g. "SDKs (Disabled)", or delete them outright. Do this while Xcode is not running.
