One difference is that there's no competing product, and it's not clear to me that a competitor would be tolerated. Would Apple allow a competitor to create an IDE that could debug the iPhone? I doubt it. Would they allow/enable us to sign apps for submission to the app store? It's a pity IB was integrated; I thought it was better stand-alone, and as such would've made a competitor's IDE easier to implement.
Apple has a monopoly on development tools, and as such, I think they're obligated to go a little further to make us happy (well, perhaps not obligated, but it would make them less evil).
