Look, $5 may not be much, but it's just a next step (most definitely not the first step anymore).

If you are a registered developer for the Mac App Store, you don't need to pay $5 to get Xcode 4.


I would also guess it's just a "don't wait for Lion but get Xcode 4 now for $5" thing, like they did e.g. with iLife or other things which come bundled with new versions of the OS.

In fact, Xcode 4 is a gorgeous step forward and should be a must for all projects which do not support OS versions prior to Snow Leopard.
