XCode 4 Windows Not Remembering Settings

Unless I’ve missed a preferences setting, Xcode 4 windows do not remember any of their settings.  This is especially irritating when opening a xib for popover views and having to re-scroll to show the defined area for the view.  It also does not seem to remember simple things like showing toolbars for code views.
