XCode 4 Organizer - No longer supports projectless development?

Besides Mac and iPhone development, I do a lot of web app development in PHP, Rails, and some other things.  I was fond of using the Organizer in XCode 3 to do this stuff - it worked really well, the editors seemed to understand most dialects, and for simple project-less directory based development like PHP applications it was exactly the right tool for the job.

It seems this functionality didn't make it into XCode 4.  Is this correct or am I missing something and it just works differently?
