this doesn't seem to be the case.
i tried modifying
/Developer/Library/PrivateFrameworks/DVTFoundation.framework/Versions/A/Res
ources/PHP.xclangspec and observed the coloring changes i expected.
i could put my xclangspec files in there and modify
/Developer/Library/PrivateFrameworks/DevToolsCore.framework/Versions/A/Reso
urces/Standard file types.pbfilespec but i'd prefer to keep it all in
~/Library if possible.
